MUSIC VIDEO COMPETITION 2015. RULES
The aim of these rules is to regulate the organization, presentation and music video prize-giving of the 11th Hospitalet’s music video competition within the context of the Festival CL’HIPS 2015.
Second.- Music videos.
Works made as an advertising mean or complementary to indie record labels records or made by the musicians themselves can be submitted when fulfilling the rules explained in this document.
The competition is open to natural persons over the age of 18 and legal persons with legal capacity. In the event that a legal person participates in the competition, the author of the music video will have to be designated in order to give him/her the prize, if applicable
Forth.- Conditions and prohibitions.
We will accept unpublished works or works published between 2014 and 2015, both years included.
Competitors can submit as many music videos as they want, without limitation.
Works that have already won a prize in previous editions cannot be submitted.
We wont admit videos which according to the Organization Committee violate the human rights, incite violence or promote gender or racial discrimination.
Competitors must be the owners of the copyright of the music videos submitted and fulfill the legal requirements of the right of personal portrayal of the people appearing in the video submitted, if applicable. For this reason, competitors assume full responsibility that may derive from any kind of action or reclamation, made by any person, both natural or legal, public or private, that may think their rights have been violated.
Any action or reclamation reported about content, authorship or any other aspect of the submitted music video made by third parties will mean the disqualification of the competitor.
The fact of taking part in this competition implies:
• That competitors have understood and accepted this rules and decisions, both from the Organization Committee and the Jury.
• That participants grant a non-exclusive license to reproduce, display and distribute (as well as any other right included in the actual intellectual property law) to the city council and the contributing company in order to promote the competition.
Fifth.- Inscription and admission.
The registration will be online You can access the system and the conditions through the festival website: www.clhips.cat
The music video will be published in a page of the website devoted to the competition and available in this address: http://www.dailymotion.com/contest/video_clhips_2015
Competitors must complete the registration process and upload the music videos before the deadline.
Works can be submitted from March 2nd (00:00) until April 15th 2015 (00:00) (GMT +01.00)
The Jury will meet in one single session, up to 15 days before the prize-giving ceremony, in order to deliberate the prizes that these rules consider as their decision.
The Jury is composed by:
• President: A person of recognized prestige in the world of music and/or audiovisual production.
• Vice-president: The Festival’s Director.
A relevant cultural agent of the city.
A representative of the local audiovisual sector.
A person of recognized prestige in the music industry.
A person of recognized prestige in the sectors of arts, cinema or visual arts.
• Secretary: the General Secretary from the City Council of l’Hospitalet, or her delegate, without vote and with the only function of certificating the final decision.
If any member resigned, the Festival’s Director would designate another person of great worth both personally and professionally who belongs to the musical or audiovisual area.
The jury will finally be constituted with the President, the Secretary and three members. The Jury’s decision will not be open to appeal.
The Organization Committee will be composed by:
The President of the area of Promotion of the Culture
The Festival’s Director
A representative of the Centre Cultural Sant Josep
The head of the Barradas Auditorium
The head of Torre Barrina
A person of recognized prestige in the area of audiovisual creation.
The Organization Committee will make a previous selection of all submitted works, in order to ease the Jury’s deliberation. These selected works will be considered finalists.
The Organization Committee will solve any problems which appear during the competition and will have the faculty of interpreting these rules. The Jury’s decision will not be open to appeal.
The prizes are given regarding the following criteria:
The coherence between the music and the visual aspect.
The originality and creativity in approach and development.
Direction or production.
Editing and technical quality.
1. Prizes awarded by the Jury:
The Jury awards three prizes:
• First prize: 1.000.- euros
Second prize: 750.- euros
• Second prize: 500.- euros
The jury may award special mentions -without economic provision- to those music videos that, despite not winning any prize, deserve special recognition.
The jury shall include a brief note of the reasons why each prize or mention has been awarded. These considerations will be announced the day of the awards.
The awards can be considered void by the jury according to the quality of the works presented
The verdict, not subject to appeal, will be announced the same day of the prize-giving ceremony.
2. Online Audience Award:
The audience prize consists of 400 euros awarded to the most voted online music video (among the selected finalists) on Dailymotion: http://www.dailymotion.com/contest/video_clhips_2015. The audience can vote between April 20th and May 6th 2015, both inclusive.
The votes obtained by the winner will be certified by the responsible of Dailymotion.
3. Metropolitan prize
To this prize can aspire those works whose authors/directors live in the metropolitan area of Barcelona and can prove it.
Of all the candidates, the organizing Committee will select 10 music videos, which will be screened on the prize-giving ceremony, and which will be voted by the audience.
The prize is €500.
The result of the audience vote will be certified by the festival director and two members of the organizing Committee.
The prize will be awarded to any person or entity registered as the writer/director of the video in the technical data sheet, although the work is signed by more than one person.
Tenth.-Responsibilities of the winners
The winner will be responsible for the payment of any taxes or extra charges, if applicable, derived from the prize.
The winner must submit all documentation required to make payment within 10 days from the prize-giving ceremony. Failure to submit the documents within this period will result in giving up the award.
All the awards granted must be collected by the authors themselves on the day of the prize-giving ceremony.
The condition of collecting the award in situ is compulsory. Should the person awarded not come to the prize-giving ceremony, he/she would lose the cash prize, although not the mention as a winner.
In exceptional and justified cases, the winner may delegate to another person, which will be credited to collect the prize.
Twelfth.- Public display of the music videos.
A selection of the submitted music videos will be published in DVD and distributed to specialized media and agents. Winners grant to the City Council a non-exclusive license to reproduce, display and distribute (as well as any other rights included in the current Intellectual Property Law) the submitted music videos.
Thirteenth.- Protection of personal data.
In observance of the Organic Law 15/1999, 13th December, on the Protection of Personal Data, Participants’ data will be included in an automated data file property of l’Hospitalet city council, and the right of access, rectification or cancellation can be demanded at any moment at the Citizen Attention Office (c. Girona, 10, planta baixa).
The Organization Committee and the cooperating company will not take any responsibility for any mistake, omission, interruption, elimination, fault, delay in the operation or transmission, technical failures of any network or telephonic lines, online systems, servers, suppliers, hardware, software, e-mail or browsers; both because of Internet traffic congestion or any website or because of a combination of the previous listed problems (including, without limitation, any of these problems that may hamper the access to the website or the work submission).
Fifteenth.- Publicity of the official announcement of the competition
The complete rules will be published in the Official Bulletin of the Province of Barcelona, in the Official Journal of the Generalitat of Catalonia as a summary ; as well as in any media that will help promote the Competition.
